Since the last wave of globalization, mobility across borders has once again significantly intensified. Reactions to it vary. While European urban communities at an everyday level can hark back to centuries long acquired skills regarding dealing with plurality and so are able to handle the increasing diversity, the public debate focusses on national conceptions which conflict with this. For Bukow it was important in this publication to highlight how essential it is to be confident of established urban expertise in dealing with plurality, and from there to create a society anew.
